From 1 to 4 March of 2010, at Balakovo NPP the second inspection audit was carried out for conformance of ecological management system (EMS) applied at the nuclear power plant to international and Russian standards ISO14001.

The commission was headed by auditor of international certification system NIS-Zert Mr. Rayner Feld. The co-auditor was auditor of DQS, Doctor of legal sciences, PhD in Technical Sciences, Professor of Academy of national economy under the Government of the RF Gennady Serov.

It is a scheduled work which is carried out in accordance with requirements of certification authorities. The experts communicated with specialists of the NPP, visited its subdivisions, studied EMS documentation.

«We very effectively cooperated with all participants of the audit, – said Mr. R.Feld at summing-up. – I was admired with the nuclear power plant staff’s high level of competence and knowledge. We saw that program of modernization is being executed successfully. We had a very complicated task – to express the potential for improvement, because in the existing management system there are no week points».

Head of the auditors group also noted high level of informative work with the population carried out by specialists of the public information center of the NPP.

«Results of the audit are positive, everything is done and is being done in accordance with the standards requirements», – G.Serov commented the conclusions.

«Our joint work is another plus for the set of issued of safety improvement», – considers Viktor Ignatov, director of Balakovo NPP.

On results of the inspection audit, the commission made decision to solicit before certification authorities for prolongation of the certificate validity period. The next re-certification with issuing of new certificates according to the plan will take place in 2011.

 

Balakovo NPP became the first enterprise in Russia that certified system of ecological management in system of international certification system IQNet for conformance to international standard ISO 14001: 2004 and successfully passes regular re-certification audits of this system. It means recognition of high values of the power plant ecological safety at the international level.

Meeting of the 32nd operative headquarters on construction of power unit No. 4 of Kalinin NPP took place in Administration of capital construction of KNPP on 3
rd of March.

The meeting participants discussed results of performance of plan of construction-and-assembling operations in February and forecasted work amounts for March of the current year.

The project manager – director of JSC «NIAEP» Valery Igorevich Limarenko reminded that Kalinin-4 is object of the first priority for the branch. At present, mounting of the main technological equipment is carried out at the power unit.

Thus, in the past month in the powerhouse hall mounting of separator-steamoverheater is performed; at the open transformers installation mounting of transformer RTSN No. 5 is finished; preparedness of flexible connections from the main vessel to open distribution device is ensured (ORU-330). Reactor thrust ring mounting is in progress.

The key task of the current month is beginning of welding of the Main circulation pipeline (MCP). Start of this operation is planned for March 25. With that, general construction works on rigging of reactor compartment are to be completed, three steam generators are to be mounted, more than 20 premises should be prepared for mounting. At that, as director of Kalinin NPP Leonid Ivanovich Martynovchenko emphasized, terms and quality of the premises delivered for equipment mounting should stay under special control, as well as observation of safety requirements at work at construction objects of the nuclear power sector.

 

KalininNPP is branch of JSC «Concern Rosenergoatom», 100% of shares of which belong to JSC «Atomenegroprom». The plant is located in the north of Tver region in Udomelsky district. Kalinin nuclear power plant comprises three active power units with water-moderated water-cooled power reactors (VVER-1000) of 1000 MW electric output each. Power unit No. 4 is under construction. It is the largest investment project of Tver region.

JSC Nizhny Novgorod engineering company «Atomenergoproject» (JSC «NIAEP») – since June of 2007 executes functions of general contractor at construction of power unit No. 4 of Kalinin NPP. The company is part of JSC «Atomenergoprom». Renders engineering services on designing and construction of NPPs and power units: performs surveying activity, designing, construction management, carries out field supervision and takes part in preparing of nuclear power sector objects to industrial operation. Executes functions of General contractor at construction of objects, in supply of materials and equipment for NPPs, balancing and commissioning.

In February of 2010 Novovoronezh NPP generated 1.156 bln. kWh of electric power. Task of Federal Tariff Service (FST) of Russia on generation of electric power in February is fulfilled for 100.78 %.

Installed capacity utilization factor at Novovoronezh NPP in February made 93.87 % (designed ICUF – 93.15%).

Power units No. 3, 4, 5 of Novovoronezh NPP in February of 2010 functioned in the standard mode.

Conditions and limits of safe operation of the plant power units in February of 2010 were not violated.

According to data of automated control system, radiation situation in the area of location of Novovoronezh NPP and in the 30-kilometers radiation-control area does not differ from normal natural background and conforms to many years&apos; values of natural radiation for this location.

 

Novovoronezh NPP is branch of JSC «Concern Rosenergoatom». The plant is located on bank of river Don 42 km to south from Voronezh. It is the first NPP with VVER type reactors (natural fuel-pressurized water reactor with plain pressurized water) in Russia. Each of five reactors of the plant is main – prototype of serial energy reactors: power unit No.1 with reactor VVER-210, power unit No.2 with reactor VVER-365, power units No. 3, 4 with reactors VVER-440, power unit No. 5 with reactor VVER-1000. The first power unit was started in 1964, the second in 1969, the third in 1971, the fourth in 1972, the fifth in 1979. At present, three power units are operated (power units No.1,2 were stopped in 1988 and 1990 respectively).

In February of 2010 power units of Kalinin NPP generated 2.102 bln. kWh of electric power (104.8 %), that by 96.8 mln. kWh exceeded that planned value.


2.018 bln. kWh of electric power was supplied into the energy system in February (105.7 % of the plan).

Installed capacity utilization factor (ICUF) in February made 104.31 %.

In total since the beginning of the year, Kalinin NPP generated 4.245 bln. kWh of electric power.


At present, three power units of Kalinin NPP are in operation.


Radiation background at industrial site of KNPP and adjacent territory conforms to normal natural values.

 

KalininNPP is branch of JSC «Concern Rosenergoatom». The plant is located in north of Tver region in Udomlya district. Kalinin nuclear power plant comprises three functioning power units with water-moderated water-cooled power reactors (VVER-1000) of 1000 MW capacity each. Construction of power unit No.4 is in progress, startup of which is planned for 2011.

In February of 2010 power unit of Beloyar NPP BN-600 functioned at nominal level of output and generated 401.64 mln. kWh of electric power. The monthly plan for generation is fulfilled for 104.3 %.

Installed capacity utilization factor in February made 99.61 %.

In total since beginning of 2010, power unit BN-600 Beloyar NPP generated 831.7 mln. kWh of electric power, that makes 102.8 % of the planned task.

Radiation background in the area of location of Beloyar NPP and adjacent territories conforms to the level of normal operation mode and conformed to level of natural background values.

 

Beloyar NPP is the first NPP in large nuclear energy sector of the country, and the only one with various types reactors on one site. At Beloyar NPP the only power unit in the world with fast neutron reactor BN-600 of industrial capacity level is operated. Power unit with fast neutron reactor BN-800 is under construction. Fast neutron power units are purposed to increase considerably fuel basis of nuclear energy sector and minimize radioactive waste due to arrangement of closed nuclear and fuel cycle. First power units of Beloyar NPP with reactors on thermal neutrons AMB-100 and AMB-200 exhausted their resource

In February of 2010 Balakovo NPP in accordance with operations schedule generated more than 2.132 bln. kWh of electric power.

Installed capacity utilization factor (ICUF) made 79.34 %. The best ICUF value is achieved at power units No. 2 and 3 – 106.9 %.

At present Balakovo NPP functions in the predetermined mode of output. Power units No. 2, 3, 4 are in operation with total load of 3 mln. 200 thous. kWh. Power unit No. 1 is in normal repairs.

There are no violations of limits and safety conditions of operations at the nuclear power plant.

Radiation background in town Balakovo and in the area of location of Balakovo NPP conforms to the level of natural background values typical for European part of the Russian Federation.

Balakovo NPP is branch of JSC «Concern Energoatom». The plant is located on the left bank of Saratov water storage of river Volga, 10 km to north-east of Balakovo, Saratov region. The NPP has four power units with modernized reactors VVER-1000 (modification of В-320), designed electric power 1000 MW each. The first power unit was commissioned in 1985, the second – in 1987, the third in 1988 and the fourth in 1994. Balakovo NPP is referred to the group of the largest and modern energy sector enterprises of Russia, providing one fourth of electric power production in Privolzhsky FD. Its power is reliably supplied to consumers of Volga region, South, Center, Urals and Siberia

Water control structures of Kursk NPP are ready to letting of spring flood of this year through.

This conclusion was made by commission including specialists of Kursk NPP, representatives of Verkhe-Donskoe administration of Russian Technical Supervisory Authority, Water resources department on Kursk region of Don basin water administration.

The commission carried out inspection of water control structures and mechanical equipment of Kursk nuclear power plant. Condition of the 1 and 2 stage embank of basin-cooler, stream deflector and distribution dams, bank stabilization, bank pumping stations as well as other constructions and equipment was checked up.

The commission came to the conclusion that the water control structures were in satisfactory condition. In the basin-cooler of 1 and 2 stage of Kursk NPP, observations are carried out on permanent basis upon the water level and temperature, account of river Seim flow is performed.

At present time, power units No. 1, 2, 3, 4 of Kursk NPP are in operation. They function at the output level set forth inoperations schedule.

Radiation background at Kursk NPP and in the area of its location conforms to the level of normal power units operation and does not exceed normal natural values.

Off-channel basin-cooler of 1 and 2 stage of Kursk NPP is located in middle course of river Seim in the area of town Kurchatov, Kursk region. The basin is created as sophisticated complex of water control structures and designed for provision of technical water supply of the nuclear power plant. Length of the basin bank line exceeds 22 kilometers, water-surface area – 21 square kilometers. Volume of the basin-cooler is more than 100 mln. cub. m. The complex of water control structures of Kursk NPP is registered in the branch section of Russian register of water control structures.

JSC «Concern Rosenergoatom» in accordance with plan of MIA of Russia will participate in special tactical exercises carried out at enterprises of State corporation «Rosatom», including nuclear power plants.

Purpose of the exercises is working out of operative interaction between management of the Concern, security agencies of ministries and departments engaged in provision of safety of nuclear hazardous objects – nuclear power plants, supplementary forces of engaged screening reserves, local authorities of MIA of Russia, etc.

The procedure of performing of the exercises, work places and safety techniques are coordinated with Administration on guarding of high-security object of SC of Interior Ministry troops of Russia.

As noted acting deputy director on special security of JSC «Concern Rosenergoatom» Dmitry Minayev, various types of drills were carried out at nuclear power plants: «Security service of NPP was put into increased level of operation, radio trainings were performed, control of object-related and access mode was enhanced, the newest engineering guarding devices were applied».

«Naturally, administration of the Concern will render help in deployment of screening units and provision of necessary conditions for the personnel of Interior Ministry troops of MIA of Russia», – emphasized he.

The main task of the measures is working out of joint actions of security agencies on screening of nuclear hazardous objects, as well as performing of training, in the aggregate with tracking measures in the areas of nuclear power plants location.

In the course of the exercises, inspection of readiness of forces and facilities of security agencies to counteract to terrorist acts and unauthorized actions, and to emergencies elimination is carried out.

In the special tactical exercises, forces of MIA and Interior Ministry troops of Russia, as well as those of federal executive authorities, local government authorities, staff of Security service and employees of the NPP.

The exercises are managed from MIA of RF by deputy minister of Ministry of Internal affairs, full general Nikolay Rogozhkin.

 

The Concern comprises all 10 nuclear power plants of Russia having status of branches of the Concern, as well as enterprises providing activity of the generating company. In total at 10 nuclear power plants of Russia 31 power units of designed electric output of 23242 MW are operated, of which 15 reactors with water under pressure - 9 VVER-1000, 6 - VVER- 440, 15 channel boiling-water reactors - 11 LWGR-1000 and 4 ENS-6, 1 fast neutron reactor. Share of power generating by nuclear power plants in Russia is 16 %.

The priority task of «Rosenergoatom» is provision of NPPs safety at all stages of their service life, including antiterrorist security of the plants.

On 24 February, at the second power unit of Rostov NPP, one of the most important and crucial operations at the stage «energy startup» – proceeding to planned spinning up of idle running of turbogenerator rotors. Moment of rotation beginning is traditionally called «turbine push».

The push happened on February 24 at 19 : 07. The reactor capacity was increased to 35 %. After that, at 19 : 41, steam was fed to the turbogenerator. At 20 : 47 the turbogenerator achieved 1500 revolutions per minute. At 23 : 02 after obtaining of heat-mechanic characteristics in accordance with algorithm of the startup operation, the turbine was stopped and reactor capacity reduced again - to 10 %.

The next stage of «energy startup» is set of electrical tests – will take several days. Only after successful finishing of these operations the generator will be connected to network, that is key moment in history of each power unit.

When the capacity reaches 50 %, checkup of conformance of actual parameters and characteristics of the equipment to their design values in all modes of power unit functioning will be started. Launching of capacity levels of more than 50 % is performed at the stage of pilot production.

 

RostovNPP is branch of JSC «Concern Rosenergoatom». The nuclear plant is located on the bank of Tsimlyansk water storage 13.5 km away from Volgodonsk. On power unit No.1 put into industrial operation in 2001, VVER-1000 type reactor is operated with designed electric output of 1000 MW. In December of 200, first criticality of power unit No.2 took place with the same reactor type. In January of 2010, power unit No.2 is put to minimum controlled capacity level.

On 24 February, 2010, at Beloyar NPP planned anti-accident and fire-fighting training was held. Representatives of the plant staff and object part of fire fighting service participated in it.

An auxiliary object of the 1st stage of Beloyar NPP was selected as place for training. In the course of training, the plant staff and fire-fighting sub-units of 35 fire unit arrived on training call, worked out methods of localization of conditional inflammation at electrotechnical equipment.

Such trainings are carried out at Beloyar NPP on regular basis with the purpose of keeping of readiness of the plant employees and professional firemen to confident skilful actions in case of inflammation.
